There was 7 years ago a thread about INS in a Tu-154 B2:

Maybe you can take some ideas from there.

As all the "pilots" who stayed faithfully with the "thushkas" learned how well the NVU system in the simulation worked (together with the KLN90B) not many felt the urgent need to have the I-21 also on board. But you can try to install it on the window of the KLN90B, but leaving the GPS also there. You must enlarge the window for that. Dont forget the switches and system gauges, follow the ideas of the thread cited above. If the AP "ABSU" of the Tu-154M will couple to the INS I dont know, neither if you can download your flightplan into the INS like in the IL-62.

Sayed that all, maybe you will find out that a PT IL-62M will do the intended job better.
