Please explain the fans

I have noticed that many Russian aircraft have fans positioned at each side of the overhead panel. They are quite prominent on Russian aircraft, but I have never seen tham anywhere else. What is their purpose?: pilot comfort, instrument cooling? I know that these aircraft had AC and most aircraft have fans for cooling equipment, but I still don't understand why the external fans. Thanks for the help.

I do not sure, but i think the only purpose of this fan is pilot's comfort.
Especially during taxiing in hot weather conditions when the using of sun blinds is impossible, or during preflight/postflight procedures when engines and APU are off. Ммм...

Hi:

As in some simulations (think it was an Tu-144) the fans are moving, I think its pilots comfort and in simulation a nice optical candy.

In some airplanes pilots comfort was not a prime design goal:
In the Comets the roof of the cockpit did freeze over on long flights and descending a water cascade fall over the pilots, so they got a raincoat for descents.
The Tu-104 had seperate pressure vessels for the cockpit and the cabin seperated by a bulkhead in between. So in the case of a broken cockpit-window, which they say often happened, the passangers in the cabin did not need the oxygen masks.

In real Boeing 767 there is a special heating outlet for the pilots elbow. In other airplanes pilots suffered from pains caused by the cold of the window nearby.

In the Tu-154 its beeing told that the NVU counters run very hot in flight, so hot that the pilots jocked they are well suited to keep the teacups warm. Maybe the fan had to fight the heat emanating from the NVU system?
