Very Low Power

Hi. I just started flying the plane and she won't climb or reach cruise speed with throttles full.

The load and fuel are light...Flaps and gear are up...what is wrong?

Without more details its difficult to circle your problem. e.g. All engines running?

You were too high: 13200 m.
The Tu-154 B2 is restricted to max altitude of 12100 m.
Therefore the Angle of attack is more than 9 deg nose up and close to a stall. You are flying in the "coffin corner".

Besides that the flightcontrols are not correctly initialiated, the switches of the boosters must be guarded under their cap. Same for the nosewheel steering.
